Article 338 provides for the setting up of a national commission for Scheduled Castes and Scheduled Tribes . अनुच्छेद 338 में अनुसूचित जातियों एवं जनजातियों के लिए एक राष्ट्रीय आयोग के गठन का उपबंध है .

State Scheduled Castes and Scheduled Tribes in the state of the total population respectively 17.29 percent and 12.44 percent राज्य में अनुसूचित जाति एवं अनुसूचित जनजाति राज्य की कुल जनसंख्या का क्रमश: १७.२९ प्रतिशत और १२.४४ प्रतिशत है।

Seats are reserved for the Scheduled Castes and Scheduled Tribes in Lok Sabha Statewise on the basis of population ratios . लोक सभा में अनुसूचित जातियों तथा अनुसूचित जनजातियों के लिए स्थानों का आरक्षण राज्यवार जनसंख्या-अनुपात के आधार पर किया गया है .

The functions of the Committee are mainly to consider the Report of the Commissioner for Scheduled Castes and Scheduled Tribes and report to the Parliament as to the measures taken or required to be taken by the government thereon . समिति के मुख्य कृत्य अनुसूचित जातियों और अनुसूचित जनजातियों के आयुक्त के प्रतिवेदन पर विचार करना और संसद में इस बारे में प्रतिवेदन पेश करना है कि उन पर सरकार द्वारा क्या उपाय किए गए हैं या करने अपेक्षित हैं .

They respectively empower the State to make special provisions for women and children and for the advancement of any socially and educationally backward classes of citizens or for the Scheduled Castes and Scheduled Tribes . ये राज्य को क्रमशः स्त्रियों तथा बच्चों के लिए और सामाजिक तथा शैक्षिक दृष्टि से पिछड़े हुए नागरिकों के कुछ वर्गों की उन्नति के लिए या अनुसूचित जातियों और अनुसूचित जनजातियों के लिए विशेष प्रावधान करने का अधिकार देते हैं .

Committee on Welfare of Scheduled Castes and Scheduled Tribes : The Constitution of India provides several safeguards for the Scheduled Castes and Scheduled Tribes as also the machinery to watch their implementation . अनुसूचित जातियों तथा अनुसूचित जनजातियों के कल्याण संबंधि समिति : भारत के संविधान में अनुसूचित जातियों और अनसूचित जनजातियों के लिए अनेक रक्षा उपायों का और उनकी कार्यान्विति पर निगरानी रखने के लिए तंत्र का उपबंध किया गया है .

Between the third and the sixth sessions , the assembly considered the reports of committees on Fundamental Rights , on Union constitution , on Union Powers , on Provincial constitution , on Minorities and on Scheduled Castes and Scheduled Tribes . संविधान सभा ने तीसरे तथा छठे सत्रों के बीच , मूल अधिकारों , संघीय संविधान , संघीय शक्तियों , प्रांतीय संविधान , अल्पसंख्यकों तथा अनुसूचित क्षेत्रों और अनुसूचित जातियों से संबंधित समितियों की रिपोर्टों पर विचार किया .

Restrictions to protect the interests of the Scheduled Tribes have been provided keeping in view mostly the aboriginal tribes which have their own distinct culture , language and customs . अनुसूचित जनजातियों के हितों की रक्षा के लिए प्रतिबंधों का जो उपबंध किया गया है , 1 बाह्यकरण ( ऐद्टेर्न्मेन्ट् ) 2 देशनिकाला ( ढेपोर्टटिओन् ) उसमें अधिकांशतया आदिवासी जनजातियों को ध्यान में रखा गया है क्योंकि उनकी अलग संस्कृति , भाषा और रीति-रिवाज हैं .

But , if a matter falling under the State jurisdiction concerns the constitutional development in the State or atrocities on Scheduled Castes and Scheduled Tribes or the weaker sections of the soceity , it may be considered for admission on merit . परंतु यदि राज़्य के अधिकार क्षेत्र का कोई विषय राज़्य में संवैधानिक घटना से संबंधित हो या अनूसूचित जातियों या अनुसूचित जनजातियों या समाज के कमजोर वर्गों पर अत्याचार से संबंधित हो तो गुणावगुणों के आधार पर उसे गृहीत करने के लिए विचार किया जा सकता है .
